Sad Sack

This comic was for sale recently on ebay in the US. I wonder what is the story behind how it found its way to the States. Published (at least I presume it was published and wasn’t just a sample/mock-up that never reached the newsagents) in the UK in the early 1950s by Streamline. It is unnumbered, as many Streamline comics were. It is in full colour, when many Streamline comics had black and white interiors. The ink stamp saying “Foreign File Copy” just adds to the mystery.
